Randy
Lovre is Co-President of Oregon Pacific Capital
Management Corporation and President of Oregon
Pacific Investment Development Company. Since
1976 he has been responsible for the leasing
and management of all existing properties,
long term strategy, marketing programs and
the bottom-line performance of a diverse,
multi-faceted commercial real estate portfolio.
As a member of the management team, he assesses
and provides direction on acquisition activities
and the development process. Randy skillfully
interfaces with consultants, architects,
engineers, contractors, lenders, governmental
agencies and the real estate brokerage community.
Prior to joining Oregon Pacific, Randy established a foundation for management and marketing as a District Sales Manager with Chrysler Corporation from 1973 to 1976 and served previously as an officer in the U.S. Army.
Randy is a graduate of Southern Oregon College in Ashland, Oregon. He holds a Bachelor of Science in Business Administration as well as an Oregon real estate license. Randy resides in Tualatin, OR with his family. He enjoys fly fishing and skiing.

Julie Leuvrey is co-president of Oregon Pacific Capital Management Corporation and vice president of Oregon Pacific Investment Development Company. Hired in 1993, she oversees acquisitions of income properties and development sites, including contract negotiations, due diligence and financing. Julie supervises various aspects of the development process, with primary emphasis on site selection, economic feasibility and financing. She conducts corporate strategic planning and operations review as part of the Oregon Pacific’s executive management team.
Prior to joining Oregon Pacific, Julie served as the portfolio manager for Metric Realty Services in Foster City from 1991 to 1993. There, she planned strategy and managed the overall business performance of two public real estate limited partnerships that owned residential, industrial, and hotel properties. Prior to becoming a portfolio manager, Julie worked as an associate in the Investment Analysis Group, underwriting acquisitions for institutional clients including CALPERS, CALSTRS and the Alaska Permanent Fund. Between 1984 and 1986, Julie established her career as a financial analyst for Eastdil Realty, a real estate investment banking firm in San Francisco, CA.
A graduate of the University of California, Berkeley, Julie holds a Masters of Business Administration with an emphasis in finance and real estate. Prior to that, she achieved her Bachelor of Arts in political science, graduating summa cum laude. As a person passionate about the area where she lives and works, Julie currently serves on the board of the Citizens’ Crime Commission (CCC), is a member of OHSU’s Cancer Institute Council and is involved with Friends of the Children. She has previously served on the boards of the National Association of Industrial & Office Parks, The Portland Streetcar, the Portland Business Alliance and numerous local task forces. Julie resides in the Portland area with her husband and two children and enjoys running, skiing, traveling and eating chocolate.

Kerry Pratt is the executive vice president of Oregon Pacific Capital Management Corporation and vice president of Oregon Pacific Investment Development Company. He has been with Oregon Pacific since 1982. Kerry oversees the leasing, construction, operations and property management of 1.5 million sqare feet of commercial real estate. Additionally, he has managed the construction of approximately 7 million square feet of tenant improvements ranging from standard office build-outs, to video production facilities and hospital laboratory space. Kerry is also a construction manager of office/flex buildings, warehouse facilities, parking decks and upscale residential homes.
Prior to joining Oregon Pacific, Kerry was Senior Engineer of Bank Properties for First Interstate Bank. From 1979 to 1982, he supervised the bank’s operations and maintenance of their 1 million square foot high-rise office complex. He built the foundation of his property management career between 1974 and 1979 while working for Clackamas Community College as their Engineer of Operations.
Kerry holds two associates degrees: one in business management and another in industrial engineering. He served as a sergeant in the United States Marine Corp. from 1969 to 1973 and is a Vietnam Veteran. Kerry is a member of the Construction Contractor’s Board (CCB). He is a fan of all sports and enjoys traveling. Kerry is married with three grown children, three grandchildren, an ugly dog and one nasty cat.

Deborah McGaughey is the senior vice president of Oregon Pacific Capital Management Corporation and the controller of Oregon Pacific Investment Development Company. She began her work at Oregon Pacific in 1989. Since then, she worked her way up from Staff Accountant to Controller. She has been holding this position since July 2003.
Deborah began her career as a legal assistant for an estate attorney in 1973. During this time, she found that she enjoyed the accounting aspects of her job and went on to provide bookkeeping services for several other companies. In 1980, she built the foundation for her current career by doing cost accounting for a controller in an organization. In 1986, Deborah relocated and began work for an advertising magazine for which she created an accounting/cost system.
Deborah is an active member in her community and her church. She serves as secretary of the local chapter of the Christian Motorcycle Association (CMA). Through the National CMA, Deborah became certified to work with children. She is a staff member of her church and a licensed minister. She has been married for 24 years and enjoys the company of her three wonderful sons, their wives and her grandchildren. Deborah loves riding her 750 Honda Shadow, gardening, reading and working with children in a church program.

Tracy Capellen, Vice President of Oregon Pacific Investment Development has been with the company for over 10 years. Tracy directs the Residential Portfolio by monitoring performance of the communities, identifying problem areas or best-practice opportunities and maintains staff needs among other daily tasks. Developing business plans based on Oregon Pacific’s objectives and industry strategies, she assists in the continuance of a strong, productive, quality portfolio.
Additionally, Tracy is an active team member in the acquisition or creation of new properties and manager of a multitude of administrative and fiscal functions.
Tracy began her career in 1991 while working for Lincoln Property Company in Florida as part of the Property Management, Training and New Acquisition Transition team. She later joined Equity Residential Property Management (EQR) in Florida and Oregon in multiple asset management, transition management and training.
A graduate of the University of Oregon, Tracy received her Bachelors of Arts degree in Hotel Management and Services. In 1998 she received the Equity Residential Property Management Leadership Award and for her participation in the Occupational Skills Training Program assisting in preparing individuals for employment in the field of property, Tracy received the 2008 Chemeketa Community College Recognition Award. Certified Apartment Manager Designation (CAM) and NAA certification are also part of Tracy’s repertoire of experience in Property Management, Training and Development.
